What must be satisfied?
Normative requirements and governed procedures are stated in the applicable controlled standard or policy.
Standards Registry →Controlled, nonnormative publications that explain technical methods, evidence models and emerging assurance risks without creating new accreditation requirements. Use them alongside the applicable CHSPS standard, policy or formal interpretation.
The technical-note series is part of the CHSPS controlled publication system, but its authority is deliberately different from an accreditation standard.
CHSPS-TR-001 through CHSPS-TR-004 are current controlled publications listed in the Master Controlled Document Register as Published Technical Notes, Edition 2026.1. They may guide method and analysis, but they do not independently create an accreditation obligation.
Start with the question you are trying to answer, then read the note with the applicable standard or policy open beside it.
A practical method for testing authenticity, traceability, currency, implementation, sampling and consistency without turning document count into a score.
A four-tier impact model for AI used in content development, identity, proctoring, scoring support and other candidate-affecting functions.
Technical guidance on identity, remote delivery, proctoring, accommodations, incidents, security and operational monitoring.
A measurement reference connecting measure design, calculation rules, validation logic and the CHSPS Credential Performance Data Set.
This routing table keeps standards, interpretations, guidance and measurement publications from being used interchangeably.
| Question | Primary source | Why |
|---|---|---|
| What requirement governs this accreditation file? | Standard / policy | The finding must trace to the applicable controlled requirement. |
| What does a published requirement formally mean? | Formal interpretation | Controlled interpretations clarify meaning without relying on informal guidance. |
| How can evidence sufficiency or sampling be analyzed? | TR-001 | Provides the evidence-quality model, sufficiency test and sampling logic. |
| How should candidate-affecting AI be governed? | TR-002 | Provides impact tiers, validation-file elements and human-oversight controls. |
| What technical risks matter in remote examination? | TR-003 | Organizes identity, delivery, proctoring, security, accommodations and incidents. |
| How should credential performance measures be structured? | TR-004 | Connects measure design and validation concepts to the CHSPS measurement system. |
Use these destinations when the question moves from explanatory method to assessment design, controlled standards, measurement or expert participation.
When in doubt, start with the Standards Registry or a formal interpretation. Use technical notes to understand methods and risks, not to invent additional requirements.
