Policy Requirement
A normative value only when a controlled CHSPS standard or policy expressly requires it within a stated scope, edition and effective date.
CHSPS publishes the definitions, service targets, interpretation criteria and data-quality rules used to monitor its own operating system. This page is the framework for quality reporting; it is not a presentation of observed operating results.
CHSPS classifies quantitative values before using them. This prevents a service goal or interpretation range from being mistaken for a hidden accreditation requirement or an empirical benchmark.
A normative value only when a controlled CHSPS standard or policy expressly requires it within a stated scope, edition and effective date.
An operating target for CHSPS response times, publication timing, administrative processing or other Commission services. It measures CHSPS operation, not applicant conformity.
A CHSPS-developed interpretation range used for monitoring, orientation and risk-based review. It cannot independently create an accreditation finding.
A statistic derived from a defined, validation-eligible CHSPS dataset using a controlled measure specification, reporting period and calculation method.
These counts come from the current framework page and describe the institutional scope that quality controls must cover; they are not performance scores.
CHSPS separates definition, collection, validation and publication so a number is not presented publicly before its meaning, lineage and limitations are controlled.
The metric, numerator/denominator or service definition is documented before reporting.
Data are gathered consistently across enough real activity to support interpretation.
Data quality, lineage and calculations are checked where validation is appropriate.
Any public report states the reporting period, context, methodology and limitations.
These values are operating criteria for the Commission. They should not be read as current performance results or as accreditation cutoffs for applicants.
The SOQ-R01–R06 bands are CHSPS reference criteria. They support monitoring and consistent interpretation but are not empirical benchmarks, industry norms or automatic accreditation cutoffs.
The range CHSPS currently considers consistent with strong operation for the defined measure and context.
A range that prompts examination of context, denominator size, trend, operational risk and the reason for the result.
A range that ordinarily warrants deeper evidence review or root-cause analysis; it still does not substitute for a standards-based finding.
The framework identifies the domains CHSPS intends to report using controlled definitions and appropriate aggregation when validated reporting is released.
The quality page is one layer of the accountability system. Methodology, governance, public actions, complaints, standards participation and controlled publications provide the supporting record.
The methodology explains which values are normative, which are service targets, which are reference criteria and when a value qualifies as an empirical benchmark.
